The Fondo Nacioal de Financiamiento Forestal (FONAFINO) was created in Article 46 of Forestry Law No. 7575, published on April 16, 1996.

It is classified as a decentralized organization within the organizational structure of the State’s Forestry Administration under the Ministry of Environment and Energy (MINAE).

FONAFIFO’s main objective is to finance the management of existing forests, reforestation processes, forestation, forestry nurseries, agroforesty systems, recovery of denuded areas and technological changes for the use and industrialization of forestry resources for the benefit of small- and medium-sized land owners.
